Extract: The essence of the European citizens' initiative is to ask the European Commission to submit a legislative proposal in matters related to which the creation of legislation falls within the competence of the Union. The citizens' initiative must be supported by at least 1 million EU citizens from at least 7 of the 28 EU member states.
